The IOM is in the business of problem-solving through education and the promotion of objective measurement. Among those who have a stake in what the IOM does are measurement professionals and measurement users. Among those to whom the IOM is accountable are its direct beneficiaries (its members and consumers); its funders; its legal professionals; and government regulatory agencies (IRS and State).
The IOM sees itself as a "public" organization whose orientation and focus is outward to the world, as well as inward to the professional growth and support of its members. Its members constitute measurement professionals who live in various countries throughout the world. While the majority of members are employed by universities and other organizations that concern themselves with some aspect of measurement, approximately one third of the IOM's membership are students. The IOM plans programs and services for these individuals. These programs are best defined as far-reaching, and are implemented throughout various countries of the world.
The non-members served also live in various countries. Some are employed by universities and organizations that concern themselves with measurement. However, in addition to the areas of employment already mentioned, these individuals are likely to work anywhere, including the corporate and professional environment. The critical variable for the IOM is that these persons have measurement problems that need to be solved.
